The IV meeting of the Trade Unions of Turkmenistan taken place in Ashgabat brought together the heads of sectoral and velayat trade unions, active members of enterprises, representatives of public organizations of the country. The meeting agenda included discussion of key tasks and identification of main areas of work for the near future as well as a number of organizational issues.

In their reports, the National Centre of Trade Unions and the Central Trade Unions Auditing Committee summed the work done.

Particular attention was paid to the issues of increasing the role of the trade unions in the life of the country and people and enhancing the work of professional organizations. Speaking about the significance of improving the forms and methods of their work, the meeting participants underlined the necessity of continuing the work on increasing the legal culture of citizens, protecting their interests and rights, creating favourable conditions for work. The draft Resolution of the IV meeting of the Trade Unions of Turkmenistan defining the strategy for further work of the public organization for the near future was unanimously adopted by the meeting participants.

President of Turkmenistan receives OSCE High Commissioner on National Minorities

President Gurbanguly Berdimuhamedov received OSCE High Commissioner on National Minorities, Mr. Knut Vollebaek, who had arrived in Ashgabat on a working visit. 

During the meeting the President of Turkmenistan and the OSCE High Commissioner discussed the prospects of long-term fruitful cooperation in a wide spectrum of areas, including cooperation in the political, economic, environmental and human dimensions. A focus of the meeting was the situation in the Central Asian region and in particular the situation in neighboring Afghanistan that Turkmenistan has been providing significant assistance and support for all these years. 

Turkmenistan looks at international experience of social inclusion of people with disabilities

The delegation of Turkmenistan, including members of the Mejlis, representatives of the Ministry of Education, the Ministry of Labor and Social Protection of the Population and the Deaf and Blind Society of Turkmenistan (DBST) visited the city of Helsinki (Finland) in mid-February 2013. In the course of the visit the delegation got acquainted with the Finnish experience of creating equal opportunities for people with disabilities enabling them to participate fully in social, economic, political and cultural life of their societies. The visit was organized within the framework of the joint project of the United Nations Development Programme (UNDP) and the DBST “Advancement of Social Inclusion and Integration of Persons with Disabilities” with the financial support of the Government of Finland.

Meeting at the Ministry of Foreign Affairs of Turkmenistan with the Vice President of Iran

Meeting with the Vice President of the Islamic Republic of Iran, Head of National Sports Organization Ali Saeedlou was held at the Ministry of Foreign Affairs of Turkmenistan.

The parties discussed issues of cooperation in the economic, social and cultural sphere, as well as implementation of the agreements achieved at the high level summits.

During the negotiations parties expressed high level of confidence in the existing bilateral relations between Turkmenistan and Iran, based on the traditional and age-old principles of good neighborliness and mutual respect between the two friendly countries.

Turkmenistan to create national space communication system

Turkmenistan to create national space communication systemTurkmenistan will create a national space communication system in the coming years.

As the correspondent reports referring to the local media, the launch of the first national communication satellite, which is scheduled for late 2014, is seen as the major step in this process. The satellite is currently being designed and built by French company “Thales Alenia Space” under the contract with the government of Turkmenistan. 

The company is expected to build Turkmenistan’s first artificial satellite and ground control system, launch it into space, ensure non-stop 15-year assistance to operate the satellite and train highly qualified specialists for Turkmenistan.
Construction of two ground control centers will begin this March. Specialists of the new space industry will go for training at “Thales Alenia Space” aerospace plants in the near future. This group consists of the graduates of the Institute of Transport and Communications, the State University of Makhtumkuli and Turkmen graduates of foreign universities. Under the contract, the French side will train operators for management and control over the parameters of the space aircraft from the ground stations.

Minister of Culture of Turkmenistan G. Mammedova left for Vienna, the Republic of Austria to take part in the forum held under the aegis of the United Nations Organisation on February 25 – March 1, 2013.

The forum in Vienna will focus on such aspects as intercultural and interconfessional cooperation, partnership in the sphere of mass media, regional integration based on general historical and cultural prerequisites. 

The first forum of the Global Alliance of Civilizations, an international structure established within the framework of the UN in 2005 was held in Madrid in January, 2008.

Turkmenistan in 2013 will plant three million tree seedlingsWith a view of realization of the National Forestry Program of Turkmenistan, the President of Turkmenistan signed a Resolution, having ordered the ministries and sectoral departments, Ashgabat city municipality to realize the planting of 1.5 million seedlings between Anew and Baharly towns in 2013.
The municipalities of provinces also have to plant on the territory of provinces 1.5 million seedlings of leaf-bearing, coniferous, fruit trees and grape.
The document orders the ministries, sectoral departments, municipalities of provinces and Ashgabat to provide the watering of seedlings of trees and grape by drip irrigation method, and Ministry of Nature Protection of Turkmenistan to provide all structures with seedlings of grape and triennial saplings of trees in essential quantity as well as to realize control over process of their planting and care.

International Committee of the Red Cross officials held talks in AshgabatTurkmen Foreign Ministry officials held a meeting with the Deputy Head of Regional Delegation of the International Committee of the Red Cross in Central Asia Mr. Ikhtiyar Aslanov.

During the meeting it was noted that the relations between Turkmenistan and the ICRC develop in an atmosphere of understanding and wish to advance constructive and multidimensional dialogue.

Parties discussed the priority aspects of the further development of humanitarian cooperation between Turkmenistan and the ICRC mission in Central Asia. In this regard, it was the mutual desire of the parties to enhance the fruitful interaction by practical joint steps.

First meeting of Intergovernmental Turkmen-Saudi Commission held in Ashgabat

Ashgabat hosted the first meeting of the Joint Intergovernmental Turkmen-Saudi Commission for Trade and Economic Cooperation, which was attended by the heads and representatives of several government departments of the two countries. The Saudi delegation was led by Minister of Trade and Industry of the Kingdom of Saudi Arabia Dr. Tevfik Fevzan bin al-Rabia.

As the correspondent reports referring to the official sources, the Co-chairs of the Commission noted with satisfaction the high level of interstate relations and supported the idea of expanding and diversifying the Turkmen-Saudi cooperation in trade and economy, oil and gas, agriculture, sports and tourism.
The Saudi Members of the Commission confirmed willingness of the business circles of Saudi Arabia to expand its presence in the Turkmen market to implement joint investment projects.
The sides also noted the importance of expanding cultural contacts, including through participation in international conferences and other art forums organized in Turkmenistan and Saudi Arabia.

Plan of national consultations on post-2015 global development framework presented at Turkmen Foreign Ministry

Turkmenistan has launched the national consultations process to define the post-2015 global development framework. This news was told at a press conference that took place at the Ministry of Foreign Affairs. Representatives of the UN agencies accredited in Ashgabat and the Turkmen and foreign media participated in the briefing.
Complex challenges facing the global community today requires elaboration of the well-coordinated response strategy. The national consultations aimed at defining the post-2015 global development framework started worldwide under the auspices of the United Nations in June last year. Turkmenistan is among over 60 countries of the world participating in the UN-led discussions.

Turkmen diplomats celebrate their professional holidayTurkmenistan celebrated the Day of Diplomats. As the correspondent reports from Ashgabat, a conference titled “New Frontiers of Turkmen Diplomacy” was held at the Institute of International Relations of the Ministry of Foreign Affairs on this significant occasion.  

The conference was attended by the heads of the diplomatic missions and international organizations accredited in Turkmenistan, the staff of the Ministry of Foreign Affairs, academic staff and students of a number of higher educational institutions and representatives of the mass media.
Speakers at the conference emphasized that establishing friendly relations with all the countries of the world, closely interacting with major international organizations, first of all the UN, are the main areas of the foreign policy of Turkmenistan. Implementing all the bilateral and multilateral international agreements, treaties and conventions, Turkmenistan fully and strictly fulfills its obligations and takes full advantage of its political, economic and cultural potential in the interest of international peace and progress.

President Gurbanguly Berdimuhamedov congratulated the Turkmen diplomats on their professional holiday. In his message, the President expressed confidence that they would continue to make every effort to address strategically important tasks in defending the national interests of the Motherland.

“The international community and especially the United Nations support major international initiatives and proposals of our country, recognizing the important contribution of independent neutral Turkmenistan to addressing the urgent challenges of our time, such as peace, security and progress,” the Turkmen President’s message said.

Turkmen ambassador to Mexico presents credentialsThe Extraordinary and Plenipotentiary Ambassador of Turkmenistan to Mexico (resident in Washington, DC, USA), Meret Orazov presented his credentials to the President of Mexico, Enrique Peña Nieto, the press service of the Turkmen Foreign Ministry said.

On this occasion, a Memorandum was signed the Ministry of Foreign Affairs of Turkmenistan and the Ministry of Foreign Affairs of Mexico on establishment of a mechanism of bilateral consultations. From the Mexican side the Memorandum was signed by Foreign Minister Jose Antonio Meade Kuribrenya.


Permanent Mission of Turkmenistan to the United Nations organized mini-football tournament devoted to the National Flag Day

Mini-football tournament devoted to the National Flag Day was held in New York on February 16, 2013. The tournament was organized by the Permanent Mission of Turkmenistan to the United Nations with active participation of Turkmen students studying at higher education institutions of the United States.

Among four participated teams (Galkynysh, Tug, Vatanchy and Dostluk), first place notched up by "Tug" team meaning "Flag" in english, "Dostluk" (friendship) and Vatanchy (patriot) teams are awarded silver and bronze medals accordingly. 

Student of Kingsborough Community College Mr.Yolbarsov Myrat became “best goal-scorer”. Best goalkeeper award was presented to Mr. Shepagatov Batyr, student of Manhattan college. Trophies and certificates were handed to prize winning teams.

The next tournament will take place on 1-7 April 2013, within national wide celebrations of health and happiness week declared by the President of Turkmenistan.

President of the United Arab Emirates pays official visit to Turkmenistan

President of Turkmenistan Gurbanguly Berdimuhamedov and President of the United Arab Emirates Sheikh Khalifa Bin Zayed Al Nahyan, who arrived in Turkmenistan on an official visit, held talks in Ashgabat.
During the “one-on-one” talks, which were held in a trustful, friendly, yet businesslike and constructive manner, the sides discussed the prospects for mutually beneficial partnership across all areas.
President Gurbanguly Berdimuhamedov and His Highness Sheikh Khalifa bin Zayed Al Nahyan confirmed willingness of Turkmenistan and the United Arab Emirates to continue the full-scale interstate dialogue and the search for new areas of trade and economic cooperation.

Leaders of Turkmenistan and Ukraine signed Joint Communiqué on Turkmen-Ukrainian summit talks

President of Turkmenistan Gurbanguly Berdimuhamedov and President of Ukraine Viktor Yanukovych, who is in the Turkmen capital on a state visit, held summit talks in Ashgabat. At the end of the summit, the two presidents issued a Joint Communiqué.

As the correspondent reports referring to the press service of the President of Turkmenistan, the talks were held in an atmosphere of trust and friendship. During the talks, the sides exchanged views on the whole range of issues of bilateral cooperation as well as cooperation in the international arena. 

The Presidents noted the mutual understanding on a wide range of issues, noting the similarity or identity of views on the key issues of international policy. They confirmed the intention to strengthen mutually beneficial cooperation in the international arena, particularly in the framework of the United Nations and other international and regional organizations.

Turkmenistan and UNHCR officials discussed aspects of implementation of Ashgabat Declaration on Refugees

The Regional Representative of the UN High Commissioner for Refugees (UNHCR) for Central Asia, Saber Azam, is visiting Ashgabat. He held a meeting at the Ministry of Foreign Affairs of Turkmenistan. This is reported by the press service of the Turkmen Foreign Ministry.

During the meeting, the sides discussed prospects of expansion of cooperation between Turkmenistan, as a permanent member of the Executive Committee of the Programme of the UN High Commissioner for Refugees, with UNHCR. In this context, the sides looked at the issues related to implementation of the Ashgabat Declaration, which was adopted at the International Conference “Refugees in the Muslim World” in the Turkmen capital on 10-11 May 2012.

“The meeting reaffirmed mutual willingness of Turkmenistan and UNHCR to continue a productive dialogue, taking into account the key aspects of the state policy of Turkmenistan aimed at building up international cooperation and consolidated approach to solving global problems of our time,” the press service of the Ministry of Foreign Affairs of Turkmenistan said.


Ashgabat discussed early childhood development

Ashgabat hosted a four-day seminar on the expansion of services in the field of early child development and family support. It was attended by experts from various social sectors.

Such events are a component of technical cooperation between UNICEF and the Government of Turkmenistan to develop the institutional capacity for implementation of the National Program for Early Childhood Development and its preparation for school for 2011-2015.

Workshop participants were able to increase their knowledge about the features of early child development, the international experience of pre-school educational programs for an integrated approach to training and education of children with disabilities, as well as comprehensive support for parents and all children, including those not covered formal preschool education.

ADB initiates mid-term review of 10-year CAREC Transport and Trade Facilitation StrategyThe Asian Development Bank (ADB) has initiated a mid-term review of the 10-year Central Asia Regional Economic Cooperation (CAREC) Transport and Trade Facilitation Strategy, which focuses on developing safe transport systems and a seamless network of six transport corridors, making it easier for people and goods to move across borders.

The strategy is now halfway through its implementation. As of September 2012, about 51% of the total road sections had been completed, 44% are ongoing, and the rest (5%) are planned in 2013 or beyond. On railways, about 44% of the total had been completed, 34% are ongoing, and the remaining 22% are planned in 2013 or beyond. Fifteen projects in aviation, ports, logistics centers, and trade facilitation are also underway. Tajikistan benefits from the strategy with four of the six CAREC transport corridors passing through the country.

“This review provides us a good opportunity to look at what we have achieved so far, and incorporate any lessons learned to ensure that the strategy remains relevant and effective in the context of major global and regional developments,” said C.C. Yu, ADB's Country Director for Tajikistan. “The strategy is expected to be updated and endorsed by CAREC countries later this year.”

CAREC promotes project-based cooperation in transport, energy, and trade. The CAREC partnership comprises 10 countries — Afghanistan, Azerbaijan, the People's Republic of China, Kazakhstan, the Kyrgyz Republic, Mongolia, Pakistan, Tajikistan, Turkmenistan, and Uzbekistan — and six multilateral institutions: the ADB, European Bank for Reconstruction and Development, International Monetary Fund, Islamic Development Bank, United Nations Development Programme, and World Bank. ADB has served as the CAREC Secretariat since 2001.

Turkmenistan to launch national consultations on the post-2015 global development frameworkTurkmenistan, being among 66 countries participating in the UN-led discussions on defining the post-2015 global development framework, will officially launch the national consultations process on 18 February 2013. The plan of national consultations was agreed on 5 February at the second meeting of the UN-Turkmenistan Joint Task Group. The composition of the Turkmen part of this group was approved by the resolution of the President of Turkmenistan on 18 January 2013. The UN part of the Joint Task Group consists of the heads of UN agencies and affiliated organizations working in the country. 

The meeting took place at the Ministry of Foreign Affairs of Turkmenistan. Members of the Joint Task Group agreed on the overall plan for the national consultations, including the groups that will be consulted, the questions to be asked and the methodologies to be used.

Turkmenistan ranks among top ten countries in attracting foreign direct investmentsAccording to the World Investment Report for 2012 released by the UN Conference on Trade and Development (UNCTAD), Turkmenistan ranks among top ten countries in the foreign direct investment (FDI) index.

As the correspondent reports from Ashgabat, this fact has been mentioned in the December 2012 issue of the IMF quarterly magazine “Finance and Development.” 

According to the data published in UNCTAD’s World Investment Report for 2012, the volume of foreign direct investments in Turkmenistan accounts for 15.6 percent of the country’s GDP.

This is evidenced by the growth in investments, which, according to the macroeconomic performance of the national economy, has increased 8.6 times in recent years.

In 2012, FDI increased by 38 percent compared to 2011.

According to international experts, the inflow of foreign direct investment depends on the economic situation in the country and forecasts of its economic stability for the medium term. It should be noted that the International Monetary Fund predicts 108 percent real GDP growth in Turkmenistan in 2013, which is supported by a flexible investment policy and successes in attracting large volumes of foreign investments.


Turkmenistan participates in International Trade Fair for Equestrian Sports in Germany

“Spoga Horse” International Trade Fair for Equestrian Sports is under way in the city of Cologne (Federal Republic of Germany). Turkmenistan is among the exhibitors. 

The beauty of stunning Akhal-Teke horses is the main theme of the Turkmen exhibition, which aroused the great interest among visitors and participants of the fair. The materials displayed at the Turkmen exhibition describe succinctly and eloquently the current state of this unique breed, the achievements made by Turkmenistan in developing horse breeding and equestrian sports.

“Spoga Horse” offers a comprehensive business program with various presentations, conferences, meetings and other opportunities to share experiences and make new business contacts. As part of the fair, representatives of many specialized foreign companies met with the Turkmen delegation, discussing issues related to establishing close cooperation.

Potential foreign partners got full information about the upcoming celebrations and sporting events on the occasion of Day of Turkmen Horse marked in Turkmenistan in late April.

“Spoga Horse” International Trade Fair for Equestrian Sports is a kind of barometer of the global horse industry, reflecting all its trends and innovations. This year more than 200 companies from 25 countries participated in the fair.

Italian delegation holds talks at Foreign Ministry of Turkmenistan

A delegation of Italy headed by Ambassador Extraordinary and Plenipotentiary Antonio Zanardi Landi held talks at the Ministry of Foreign Affairs of Turkmenistan, the MFA’s press service said. 

The sides exchanged views on important aspects of the Turkmen-Italian cooperation in the political, trade, economic and humanitarian spheres.
According to the ambassador, Italy attaches great importance to cooperation with Turkmenistan on bilateral and multilateral bases, including through the dialogue between Turkmenistan and the European Union.
Antonio Zanardi Landi confirmed his willingness to “make every effort to strengthen and further advance the relations of friendship and cooperation between the Turkmen and the Italian people.”
The Italian Ambassador was also received at the government and a number of ministries and departments.


Interdepartmental Commission on Human Rights and International Humanitarian Law convenes meeting in Ashgabat

The Interdepartmental Commission for monitoring the implementation of Turkmenistan's international commitments in the field of human rights and international humanitarian law convened for a regular meeting at the Turkmen National Institute of Democracy and Human Rights under the President ofTurkmenistan.

As the correspondent reports from Ashgabat, representatives of the Mejlis (parliament), a number of ministries and departments, public organizations participated in the meeting.
The meeting reviewed the work done in the past year, defined the long-term plans and discussed other issues.
It was noted that in the reporting period the Commission, which is a standing advisory interagency body, carried out a series of measures aimed at the further democratization and strengthening of the legal basis of the Turkmen society.

The meeting stressed the need to further strengthen the fruitful contacts with international organizations, in particular the United Nations and its agencies. The meeting participants also noted the importance of continuing the practice of holding seminars, meetings and consultations on preparation of national reports and reviews with participation of international experts and learning the best practices in the field of human rights protection.

The meeting listened to information on the activities carried out by the Working Group on implementation of the universal norms of international humanitarian law in Turkmenistan's legislation.

The Commission also discussed the report on implementation of the "General Program ofTurkmenistan on Development of the System of Juvenile Justice", approved by President Gurbanguly Berdimuhamedov on June 1, 2012, with the view of improving the forms and methods of protecting children's rights.

Austrian Ambassador holds meeting at Ministry of Foreign Affairs of Turkmenistan

Ambassador Gurer Heidemarie, head of the Austrian the Department for Eastern and Southern Europe, South Caucasus and Central Asia of the Federal Ministry for European and International Affairs of Austria held a meeting at the Ministry of Foreign Affairs of Turkmenistan.

According to the press service of the Turkmen Foreign Ministry, the sides discussed issues related to further intensification of the Turkmen-Austrian relations in the context of the agreements reached at the highest level.
The priority areas of bilateral cooperation include trade-economic and energy spheres as well as cooperation of Turkmenistan and Austria in the framework of international organizations.
During the meeting, the Austrian side invited Turkmenistan to take part in the 5th Global Forum of the Alliance of Civilizations to be held in Vienna on 26 - 28 February this year.

Turkmenistan, UN discuss prospects of cooperation

A meeting of Turkmenistan-UN Strategic Advisory Board was held in Turkmen Foreign Ministry discussing the current state and prospects of cooperation between Turkmenistan and the UN, in particular, Turkmenistan's collaboration with UN agencies and offices in the country, such as UNDP,UNICEF, UNFPA , UNHCR, UNODC, and a number of other agencies within the United Nations system.

This was reported by the Turkmen Embassy to Azerbaijan with a reference to Turkmen Foreign Ministry.

High efficiency of reforms in the country carried out under the leadership of President Gurbanguly Berdimuhamedov was stressed at the meeting.

The meeting participants discussed activities of the Strategic Advisory Board, priority areas of partnership within its mandate, methodology of development and implementation of joint programs and projects.

As is known, the Strategic Advisory Board was established in accordance with the Memorandum of Understanding signed between the government of Turkmenistan and UNDP on March 2, 2012.
