Explanatory Note

Introduction

Energy is central to nearly every major challenge, and an opportunity the world faces today.  Be it jobs, security, climate change, food production or increasing incomes, access to energy for all is essential for strengthening economies and achieving equity.

Universal access to energy is one of the ambitious Millennium Development Goals and the Secretary-General is leading a Sustainable Energy for AllInitiative to make it achievable. In recognition of the importance of energy access for sustainable economic development, the UN-Energy group and new global Energy Access Practitioner Networkhave being launched.

The United Nations Department of Economic and Social Affairs (UN-DESA) together with these groups and many others bring stakeholders at all levels, from local communities to private sector as well as regional authorities and national governments working on the developing a more integrated approach to universal energy access.

The United Nations Conference on sustainable development “Rio+20” showed that two and a half billion of people are cooking over open fires. This is unhealthy, environmentally damaging and most importantly, unnecessary. It is clear that vulnerable communities need energy access in order to develop. Total energy access can help people to work their way out of poverty.

 

One of the main challenges that access to basic energy resources facing today is stable, efficient and reliable energy transportation across the countries, regions and continents. Turkmenistan as one of the leading suppliers of energy resources which possesses the fourth largest reserves of hydrocarbon resources responsibly and consistently called for the establishment of a stable and reliable system of international energy supplies, elaboration of schemes and patterns of interaction in the global energy markets that are appropriate in view of the modern realities. Turkmenistan believes that today there is a need for consensus decisions, which would serve as a basis for cooperation on reliable and stable transit of energy.

Background

In 2008, on the initiative of the President of Turkmenistan Gurbanguly Berdimuhamedov the UN General Assembly at its 63rdsession adopted a Resolution entitled «Reliable and stable transit of energy and its role in ensuring sustainable development and international cooperation» with co-sponsorship of 57 countries, including 5 permanent members of the Security Council. Such an impressive support has demonstrated the unity of international community in understanding global significance of the problem of energy supply and at the same time becoming an important step in establishing multilateral dialogue on this issue.

On April 2009 in accordance with this Resolution the capital of Turkmenistan Ashgabat hosted a High-level Conference on Reliable and Stable Transit of Energy and its Role in Ensuring Sustainable Development which brought together the UN Under-Secretary-General, OSCE Secretary-General, heads of a number of authoritative international organizations, high level governmental delegations, representatives of the major world energy companies, financial institutions, and international expert communities.

On 3-4 May 2010, in Ashgabat, the Government of Turkmenistan and the OSCE held a conference entitled “Strengthening regional co-operation in Central Asia for promoting stable and reliable energy within Eurasia”.

Objectives and Focus

All these forums have concluded proposals to consider ways and means to strengthen international cooperation for ensuring reliable transportation of energy resources balancing the interests of producers, transit countries and consumers of energy resources taking into account suggestions of concerned states, international organisations, business community and civil society. Participants expressed the need to continue discussion to develop energy transport principles acceptable to producer, transit and consumer countries.

As a first step in this direction we consider it reasonable to invite the Secretary-General to seek the views of the Member States and relevant regional and international organizations on issues relating to reliable transportation of energy, as well as on possible modalities for international cooperation, and to communicate such views to the General Assembly at its sixty-eighth session for further consideration.

To follow-up the High-level Conference on Reliable and Stable Transit of Energy held in Ashgabat in 2009, the Government of Turkmenistan proposes to host a First meeting of the experts of Member States in Turkmen capital.

 

Turkmenistan respectfully looks forward for constructive cooperation in this issue and we believe that it will become an important and major contribution to formation of common approaches in ensuring reliable and stable energy supply in the world of today. We believe that it would be an important and significant contribution to solve one of the most urgent problems of sustainable development.
