Ladies and Gentlemen,
First of all, let me congratulate you on the opening of the 68th session of the UN General Assembly.
The coming political year will be called upon to provide answers to many difficult issues on the international agenda, most of which still remains to ensure world peace, stability and security.
Member States of the Non-Aligned Movement have traditionally played a major role in this process by formulating responsible and constructive approach based on the Charter of the United Nations, the universally recognized norms of international law, the ideals and high principles of the Non-Aligned Movement. This has been confirmed by the outcomes of the 16th Summit of the Movement in Tehran last year.
As you know, during the Tehran Summit, the President of Turkmenistan Gurbanguly Berdimuhamedov put forward the initiative to develop the Concept of the Universal Security within the Movement with its subsequent inclusion into the United Nations. In this context, the President of Turkmenistan has proposed to hold High-Level Conference of the Member States of the Non-Aligned Movement, dedicated to strengthening the global dialogue for peace, security and human development in 2015 in Ashgabat.
For today’s meeting, we have prepared a draft concept of this Conference. Its main focus is the need to identify qualitatively new approaches to improve the entire system of international relations, strengthening, in the relations between states, of the priority of peaceful, political and diplomatic means to resolve any conflicts, prevent the use of military force.
Putting the proposal to hold the High-Level NAM Conference, our country brings the great symbolic meaning into it. Year of 2015 will mark the 20th anniversary of Turkmenistan's membership in the Non-Aligned Movement and the 20th anniversary of the recognition of international legal Status of the Neutrality of our country. I would like to note that in the context of the historical development of Turkmenistan's Neutral Status, the Non-Aligned Movement has played a special role. It is precisely the fact that at the Summit in Cartagena in October 1995, when Turkmenistan joined the Non-Aligned Movement, our country has received wide-ranging support of its neutral course. We rightly consider this as a milestone in the process of maintaining among the global community the idea of the Neutrality of Turkmenistan, with its final approval by the United Nations.
In this sense, we think that holding the Conference on strengthening the global dialogue for peace, security and human development, in the capital of Turkmenistan in 2015, is logical and reasonable.
Besides the Member States of the Non-Aligned Movement, this forum will be attended by representatives of the United Nations and other international organizations. We also consider the participation of famous scientists, experts and representatives of the media community as appropriate.
We offer to convene at the United Nations Headquarters in New York on 5 December 2013 under the chairmanship of the Islamic Republic of Iran the First Consultative Meeting in order to study in details all organizational and substantive issues of the forthcoming Conference.
We respectfully count on the support of our proposal as well as on the active participation of the Member States of the Non-Aligned Movement in this preparatory meeting.
