Ladies and Gentlemen,
First of all, I would like to express profound gratitude to the Government of Ukraine, the acting Chairman of the OSCE, the Minister of Foreign Affairs of Ukraine Leonid Kozhara for hospitality and the good organization of a present Forum. Undoubtedly, it becomes another important stage in security and cooperation strengthening on OSCE region, and also will make the contribution to consolidation of efforts of the participating states aimed at practical implementation of the purposes and tasks of the Organization.
Within a year the Ukrainian chairmanship did a great job on further development of the principles and the norms making a basis of our joint actions. The package of the documents submitted for consideration of Council of ministers became its result. These documents define the main approaches to the solution of the topical issues concerning all dimensions of OSCE activity.
At the same time, we clearly realize that, despite positive results, in the coming years it is necessary to do work on strengthening role of the Organization on the international arena. In our opinion, it is caused by that the purpose defined in 1975, for the present completely is not reached yet. It should be noted that during the Ukrainian presidency was started the process of "Helsinki+40" which main objective is OSCE reforming for increase of its responsibility on security challenges in the XXI century. I think that the active position of all participating states of the Organization, based on ideals and the basic principles of its functioning has to become one of the important components of efficiency of this process.
In this context an unconditional priority in the activity of OSCE have to be our joint efforts on strengthening of the international security. We consider this category from a position of its integrity and indivisibility, understanding thus that in geopolitical sense indivisibility means direct interrelation of national, regional and global levels of security. At the same time, from the substantial point of view, continuity and interconditionality of such elements of security as military-political, economic, energy, ecological, humanitarian security gives the possibility to us at practical level in a complex to consider and resolve security issues.
Talking about it, I would like to pay your attention on necessity of wider use of the forms and methods of preventive diplomacy on the solution of specific problems in the security sphere. It is represented that elimination of the reasons of generating instability and creating finally threat to security has to become the main maintenance of preventive measures.
Taking into account above mentioned, I consider it expedient to consider in process of "Helsinki+40" possibility of further improvement of such OSCE important institute, as the Forum for Security Co-operation. I think that increase of the level of its efficiency is considerably connected with modernization of a substantial aspect of activity of the Forum, and also with search of new approaches to organize its activity. In this regard we will be ready to present specific proposals to the Secretariat.
In a context of process of "Helsinki+40", in our opinion, the updating its perspective could receive problematic of confidence building measures on OSCE region, creation here strong political and legal conditions for development of the high-confidential relations between the Organization participating states.
We understand that for the years of the existence of the Organization For Security and Cooperation in Europe did great job directed on formation of climate of trust in transcontinental scale, has been accepted the fundamental global valued documents regulating an order of interaction of our states in military-political dimension. At the same time, dynamics of development of political events in the world within the last several years, confirms need of elaboration of new strategy in the field of the peace-building based on realities of the modern world and calculated on long-term prospect. Using the positive experience of neutrality Turkmenistan will be ready to take active part in such activity.
Pursuing active policy of assistance to peacekeeping processes, Turkmenistan within the OSCE gives importance to issues of the sustainable development which decision demands harmonious action of all participating countries on a system basis.
In this context one of the basic conditions of stable and conflict-free world development today is energy security. Turkmenistan is being one of the largest power exporters, and possessing huge stocks of hydrocarbonic resources, consistently supports formation of reliable and stable system of the international power supplies, development of schemes adequate to the modern realities and interaction models on the international power space.
In this regard, the President of Turkmenistan Gurbanguly Berdimuhamedov made suggestion on development of the new international legal tools aimed at ensuring effective functioning of system of supplies of energy carriers, considering equally interests of producers, transitors and consumers of energy resources.
As it is known that these issues has been discussed on October 17-18, 2013 in Ashgabad during the High Level conference "Energy Security and Sustainable Development — OSCE Prospect". This forum is organized by the Ukrainian presidency together with the Government of Turkmenistan was logical continuation of a series of the meetings held by OSCE in 2010-2013 in Ashgabad, Vilnius and Prague. Finally it became its main result of necessity of activization of extensive international dialogue for the sphere of global energy security, an important role of the OSCE for development of the international decisions on sustainable energy.
At the present time, when the world financial and economic system endures the difficult period, OSCE are facing by the difficult tasks connected with anticipation and neutralization of challenges, arising in the financial and bank sphere and real economic sector. Probably, I will not be mistaken if I tell that all of us realize that is necessary today cardinal improvement of activity of the Organization on the economic direction. In this regard we consider it expedient to define our joint priorities on the basis of which the participating states of OSCE could develop multilateral interaction.
We suggest to stir up activity of the Economic and Ecological Forum of the OSCE, bearing in mind, necessity of development and the subsequent implementation of the Economic Concept of the OSCE aimed on increasing of the efficiency of such main components of economy, as production, transportation and trade. In particular, on a transport component Turkmenistan will be ready to present its specific proposals.
Definition of new approaches to the solution of the economic issues is in direct interrelation with improvement of our joint activity in ecological dimension. And here, we representing that, it is necessary to move on the way of discover and promotion of the modern decisions aimed on long-term prospect. In the view of that circumstance that today an ecological perspective, being one of the first lines in the international agenda, demands special attention to itself from the point of view of increase of the level of systemacity by its consideration, we suggest to study possibility of preparation of the specialized OSCE Ecological Program.
Such approach, in our opinion, will allow in coordination with the solution of security issues, economic and humanitarian topic, to elaborate Organization’s priorities in the nature protection sphere. At the same time, the specified Program could become a good basis for development of projects in the field of protection and rational use of a subsoil, land and water resources in the OSCE participating countries. It is thus very important that priorities and the project work in ecological dimension were built on the basis of the principles of mutual respect and the accounting of interests of all OSCE participating states.
Also, for the formation of effective mechanism in the field of environmental protection, we consider it expedient to consider possibility of creation of the Center of modern ecological technologies of the OSCE which activity would be directed on practical application of innovative solutions and coordination of our joint efforts in the ecological sphere.
Ladies and gentlemen,
Humanitarian dimension in OSCE activity always was and remains to be one of the main directions of our collaboration. Guarantee of its efficiency now and seems in the future higher level of mutual understanding between the participating states.
Really, all of us profess the general values based on ideals of the world, welfare and justice. Their practical implementation in many respects depends on the attentive and mutually respectful relation of the OSCE participating countries to the history, traditions and mentality of the people of our states. At the same time, our international obligations in the humanitarian sphere cause necessity of development of norms and the principles developed within the OSCE, in national legislative systems and law-enforcement practice of our states.
It is very important that the factor of sequence of realization of international legal norms at the national level, based on historical and modern realities of life of each of the OSCE participating states. Effective forms of association of our joint efforts on the humanitarian direction are regular meetings and an exchange of opinions and experience on issues questions of further development of democratic basis of the state and public life, the human rights and freedoms.
Talking about that, it should be noted, our country considerably intensified in the recent years the cooperation with such OSCEs institutes, as OSCE Office for Democratic Institutions and Human Rights (ODIHR), High Commissioner on National Minorities, the OSCE Representative on Freedom of the Media.
In particular, we had productive forms of interaction with ODIHR in the field of the legislation on elections and practice of its application. For example, these days in Turkmenistan by the invitation of the Turkmen side the group of OSCE experts are rendering technical assistance in monitoring of electoral process of elections of the deputies to the Mejlis (Parliament) of Turkmenistan which will take place on December 15, 2013.
We are also aimed at further expansion of our relations with the High Commissioner on National Minorities and the Representative on Freedom of the Media on the basis of positive experience of carrying out in Turkmenistan of joint events at national and regional levels.
In conclusion of the performance would like to emphasize that Turkmenistan is open for the world, open for broad partnership in all directions of international activity.
Our country will be further promoting all efforts for the approval of the principles of international law, ideals of humanity, justice, tolerance, mutual respect as the factors defining the modern relations between the states.
Turkmenistan expresses readiness for continuation of constructive and fruitful interaction with all OSCE participating states, upcoming Swiss and Serbian presidency, institutes and OSCE Secretariat for achievement of these high purposes.
