Statement of the Head of the Delegation of Turkmenistan at a meeting of the Foreign Ministers of the Organization of Islamic Cooperation

(New York, September 28, 2012)

Mr. Chairman,

Excellencies,

Ladies and gentlemen,

First of all, I would like to express my gratitude  to the Secretary-General and his staff for their efforts to ensure a smooth operation of the OIC.

The OIC, being the largest and most influential official governmental and international organization representing more than 1.5 billion people of the world, has a very high potential for mutually beneficial cooperation.

Much has been done to realize this potential from the adoption of a 10-year program of action of the OIC. The member states have given a new impetus to the modernization of our organization, taking a number of practical steps to strengthen the intergovernmental dialogue.

At the present time  our countries conducting joint active collaboration  more serious challenges in different areas: political, social economic and humanitarian spheres.

Referring to the political component of the cooperation, the obvious fact is that the member countries should identify measures to improve the ability of the Organization to play a more constructive role in promoting international peace and security.

The development and the realization of agreed measures to strengthen international cooperation on peace and stability maintaining both in the regional and global dimension are required.

In this context it should be noted that Turkmenistan in its practical activities on the international arena strictly adheres to strengthen universal peace.

I would like to emphasize that the fundamental position of Turkmenistan is that the solution of any conflict in the world should be done only by diplomatic means and tools.

The leaders of the Muslim countries had proposed some measures to overcome religious tensions and stated the need to develop appropriate mechanisms and measures during the last Summit in Mecca in August this year. Now is the time to think about their practical implementation and the OIC is an ideal platform for this.

Mr. Chairman,

Political stability is closely linked to sustainable economic development. At the meetings of the OIC it was repeatedly stated about the development of the economic development strategy of the Member States of the Organization, which would accelerate the process of modernization, technological development and education. The combined economic potential is endless, and we must work together to develop effective mechanisms of cooperation and mutual promotion.

Mr. Chairman,

The consequences of the challenges force to think about the coordination of joint efforts to overcome a wide range of humanitarian issues. Among them, more attention should be paid to the issues of refugees.

As you know in 2011 the President of Turkmenistan Gurbanguly Berdymuhammedov took the initiative to organize international conference on "Refugees in the Muslim World" at the 66th session of the UN General Assembly.  Subsequently in May 2012 Ashgabat hosted the conference, organized jointly with the Organization of Islamic Cooperation, the Government of Turkmenistan and the Office of the UN High Commissioner for Refugees.

Turkmenistan considers it to be necessary to continue the joint work in this field, based on the proposals submitted and discussed during the meeting in Ashgabat.

Mr. Chairman,

Strengthening links with the OIC is one of the directions of foreign policy of Turkmenistan. As one of the most important parts of this collaboration is to consolidate our joint efforts in the frames of UN in order to create favorable conditions for global economic and social growth.

Following these high goals Turkmenistan has announced its candidacy for membership at the Economic and Social Council of the United Nations for the period of 2013-2015. This decision is based on the realities of the current development of our country in the political, socio-economic, cultural and other fields, its active role in the international processes, understanding of the responsibilities inherent in the membership of the Economic and Social Council.

Taking this opportunity let me express my gratitude to the OIC member countries, which have already expressed their intention to support the candidature of Turkmenistan in the elections to the ECOSOC.

I would like to assure that Turkmenistan will actively contribute to the strengthening of ECOSOC, increasing its role in addressing issues of social and economic development facing the world.

Thank you.
