The International Conference on Migration and Statelessness: Identifying Challenges and the Way Forward organized by the Government of Turkmenistan jointly with the Office of the UN High Commissioner for Refugees (UNHCR) and International Organization for Migration (IOM) took place in Ashgabat on 23-24 June 2014. The representatives of 32 countries and 16 international organizations participated at the Forum.
The participants of the conference in their statements highlighted the importance of conducting the result-oriented measures including the legal reforms and international cooperation for the solution of the pressing issues in the field of migration and statelessness. The reports touched upon the issues related to the identification of the practical measures on implementation of the program on migration and statelessness set forth in the high-level dialogue on UN International Migration and Development issue held in 2013 and Regional Conference on prevention and reduction of Statelessness and protection of the stateless citizens in Central Asia held in 2009.
During the plenary sessions on 24 June the following issues were considered: the decision of the existing statelessness situations through the legal and policy reforms and campaigns on granting the citizenship; prevention of the new situations of statelessness through legislative, political and administrative reforms; successful approaches of identifying the statelessness; development of national frameworks for protection of the stateless persons; partnership and multilateral approaches.
In the final session of the conference it was summed up and adopted "Statement of Co-Chairs of the International Conference on Migration and Statelessness: identifying challenges and way forward," where the importance of continuation of the efforts to develop and implement the policies related to the migration in accordance with human rights norms and obligations on national, regional and international levels were stressed. Noting that statelessness is one of the main global challenges of the 21st century, the participants evaluated the efforts of UNHCR in raising public awareness related on the issues related to the statelessness and their decision. The participants of the forum expressed their confidence that the conference will contribute to the strengthening of multilateral cooperation in the field of international protection of migrants, refugees and stateless persons.
Turkmenistan had made significant progress in reducing and preventing statelessness. It includes the introduction of the legal guarantees to prevent the statelessness in the law of Turkmenistan "On Citizenship of Turkmenistan" that came into force in 2013. In 2011 the country acceded to the Convention of 1954 for the Status of Stateless Persons, and in 2012 to Convention of 1961 on the Reduction of Statelessness.
In 2011-2013, Turkmenistan granted the citizenship to almost 4,000 stateless persons. On the eve of the opening of this Conference according to the Decree of the President of Turkmenistan, another 786 people from the number of stateless persons were admitted to citizenship of Turkmenistan.
